Dr. Jenfan Muswere, the Minister of Information Communication Technology (ICT), Postal and courier services has said that embracing e-skills has the potential to modernise the justice delivery system and reduce the duration of litigation and attendant costs.
He made the remarks yesterday in Harare during the e-skills training certification for Honourable Judges from the superior courts.
The Minister said the certification ceremony was evidence of the great partnership between the Judicial Services Commission and our Ministry of Information Communication Technology, Postal and Courier Services. The partnership shows that if stakeholders work together, they can achieve the national developmental goals.
President Mnangagwa identified a digital economy as one of the key pillars for the achievement of Vision 2030 and further mandated the Ministry of ICT, Postal and Courier Services to ensure that Zimbabwe becomes part of the digital age and to make sure that no one is left behind.
“Honourable Judges, the e-skills training that you have received is a deliberate effort by the Government to ensure that even the judiciary is not left behind as Zimbabwe embraces new technologies for the benefit of its citizens. The e-skills training you have received will not only modernise the justice delivery system but will also reduce the duration of litigation and attendant costs. This will be achieved through the implementation of the Integrated Electronic Case Management System whose features we are told include virtual courts and an e-filing system among other features.
“It must be noted that while we can embrace various new technologies, such technologies risk becoming redundant if we do not have consummate human resources to interface and utilise that new technology. No nation can attain progress if it does not first implement human capital development initiatives. The e-skills training given to our honourable judges is thus an important investment in human capital development by the Government of Zimbabwe. We are confident that as Government rolls out similar training initiatives for Zimbabweans from all walks of life President Mnangagwa’s vision for the creation of a digital economy in pursuit of vision 2030 will be attained in no time,” Dr. Muswere said.
He applauded the sacrifice by the Honourable Judges to leave their busy schedules to attend the e-skills training.
“It is not every day that a judge takes off their gown and jabot to wear a training hat. Such a sacrifice is not only humbling but it is also inspiring. There is no doubt in our minds that our judiciary is in full support of Vision 2030 since this e-skills training is a huge contribution towards the creation of a digital economy.
“May I take this opportunity to ask Zimbabweans from all walks of life to take a cue from our Judges and access the e-skills training programs being offered by the Ministry of ICT, Postal and Courier Services throughout Zimbabwe. Working together we can and we will build Zimbabwe brick by brick. Zimbabwe is Open for Business!”
